PFAS for Water Professionals and Sampling Do’s & Don’ts (#2022-38)


In this 2-hour training session, we will review two topics. Part 1: PFAS SDWA Regulatory Status and UCMR 5 Updates for Water Systems. In October 2021, US EPA issued its "PFAS Strategic Roadmap" in which it established accelerated timelines to add PFOS and PFOA to the Safe Drinking Water Act (SDWA) Maximum Contaminant Level (MCL) list with enforceable limits. There is movement afoot to speed this process up and other PFAS may get added. On December 20, 2021, the EPA finalized UCMR 5, which requires the nation's water systems to sample from 2023 through 2025. During this session you will learn some basics about PFAS, and when these will be added to the SDWA MCL list with enforceable limits, how that will affect your system, and what states have already set enforceable limits. For UCMR 5 we will dive into which contaminants and test methods are required, when and where you will be required to sample, and budgetary costs.

Part 2: Sampling Do's and Don'ts. The SDWA was passed by Congress in 1974 to make sure the drinking water supplied to the public is safe and sanitary. The SDWA as been amended since then and the EPA still writes the regulations to carry out the provisions of the Act. The major requirements of the SDWA include Sampling and Reporting, Record Keeping, and Public Notification. In this presentation, we will discus the types of analysis performed, the frequency of sampling, chain of custody forms, general sampling procedures, sample transport and deliver, and common mistakes to avoid when collecting samples.

Instructor:
Paul Jackson, Pace Analytical: Mr. Jacksonis the National Program Manager for Compliance Monitoritng and Emerging Contaminants, which includes PFAS and the SDWA UCMR. Paul has been with Pace since 2009. In this role he provides technical support, contract development, and program management for water and wastewater utilities, dolid waste facilities, environmental consultants, and stormwater monitoring programs. Mr. Jackson is a US Army Veteran where he got his start in laboratory testing and has over forty years of experience in the environmental testing industry. Paul attended Towson University for Business and Chemistry.

Kevin Custer, Pace Analytical: Dr. Kevin Custer is a Program Manager in Emerging Contaminants with Pace. Dir. Custer has ben with Pace since 2017, and works in the areas of compliance drinking water, wastewater, and stormwater. Dr. Custer has ben Adjunt Faculty at the University of Dayton and Wright State University where he has taught upper-level courses in Rivers and Lakes, Environmental Toxicology, and Environmental Field Techniques. Dr. Custer recieved his BS degree from Ohio State University in Natural Resources, and his MS and PhD degrees from Wright State University in Aquatic Ecotoxicology.

John Lindsey, Pace Analytical: Mr. Lindsey is an Account Executive and has been with Pace since 2020. John has 35 years experience working with drinking water and wastewater operations. He has been an Environmental Health Specialist with the HRS Polk County Health Unit, a State Circuit Rider for the Florida Rural Water Assocition, and a Busniess Development Director providing laboratory services, field sampling and logistical support. Mr. Lindsey recieved his BA in Biology from the College of Charlston.

Johnny Osborne, Pace Analytical: Mr. Osborne is a Technical Account Executive - Compliance Sales and has been with Pace for the past three years. He has 40 years experience in laboratory facilities, ranging from Field Services Manager to Laboratory Manager. Johnny is a Class 1 wastewater treatment operator with current licenses in Kentucky and in West Virginia in the past. He has servied on various organization's boards (Kentucky Rural Water Association and Kentucky Water and Wastewater Operators Association).
